There should be no stack of washers on a stock 48 AL. Starting at the receiver, there should be:
1. recoil spring
2. steel "governor" ring with one beveled edge (facing forward for heavier loads, facing the spring for lighter loads).
3. Brass "friction ring" with a split in it, surrounded by a blued or black steel ring with a split in it. The steel outer ring should be able to be slid off of the brass ring, and both slid off of the mag tube.
The governor ring is available from numrich (google it) but the friction rings in 12 ga are sold out IIRC.
If your gun won't cycle with the brass friction ring in place, I'm wondering if you might have the "magnum" recoil spring, and/or if your action is gummed up. Have you cleaned'/oiled the action spring behind the bolt?
