Many employers these days require vehicle search permission as a condition of employment. If you refuse to allow a search you are in violation of the employee policies/handbook and that's grounds for discipline up to/including termination.
In other words: refusing a search is not criminal but can cost you your job.
My employer adopted such a policy (and several anti-gun/anti-CHL policies) a couple years ago at the advice of an outside "hr consultant" company. Basically the HR consultants said it was a CYA for the company... the company told everyone who complained "We've never searched anybody, we've never had an issue with people carrying in the office, and none of that is going to change so if you do sign acknowledgment of the new policies what's the big deal? If you don't sign you'll be fired for sure...." People signed... but I know for a fact that several indiscreet people (not me) violate the new policy.
