Reminds me of my old country. On EVERY form you have to have "legally" there was a sentence: "If you call for the progress of your case, the file will be re-stacked on the date you called!" (meaning, you are again on the bottom of the line).
Yep, this was "free-world Western Germany", not the communist part. But, buereaucrats are the same all over the world. Without them, a Hitler, Pol Pot, Stalin, Idi Amin, Noriega, etc. etc. etc. could NOT exist.
