Europe is definitely different when it comes to the police. My wife freaked out when she flew into Frankfurt Germany in early 1992 when she saw the Polizei walking everywhere with MP5s. I was stationed in Germany from Jan 29 to Dec 94 and went all over Europe on different NATO training exercises.
