In fact, lots of people who pick "neither" are likely to divide out into 1) reduce spending to balance the budget or 2) increase taxes to balance the budget.
Therefore, you are merging two very different viewpoints into a single response. If I'm a government reduction, low budget, low taxes fanatic, and I pick "neither," I can get recommended a candidate who actually favors expanding the government and raising taxes to balance the budget.
