Gun dealer I know was told by the ATF agent he works with that he should sell a customer a stripped lower, and then assemble the rifle from a kit or various parts. it did NOT constitute manufacturing to assemble a rifle or pistol on the lower, but did require his license as a dealer. On a side note, he as the dealer, was not required to state on the 4473 weather it was a pistol or a rifle, if they purchased the lower BEFORE the assembly. this is third person info, but it was the direction of a current ATF guy here in western wa

On the subject of large frame AR's........ Go to about 1 hour and 14 minutes or so in this video, listen, learn, come out with a good understanding of what is what. There is some salty language.



.... and a several hour panel on .308 gas guns by actual dudes who have tens of thousands of rounds through them, and who actually build them or work for companies that build them.
