I like to ask I am looking to sell a action from a rifle in n.y.s.
The buyer also lives in n.y.s.We are about 2 hours in driving distance to meet face to face
I wonder can I ship it to him with out a FFL to FFL transfer
I would ask for a copy of his driver Lic: and I would send my I.D. and a bill of sale.The action will be shipped to the name and address on the driver lic:
 
Are you a resident of New York state? If not this is not legal as all interstate transfers have to go through an FFL. If you are, then you need to check with your state and local laws concerning firearms sales. I wouldn't try it in NYC under any circumstances, myself.
 
If the "action" you want to sell is considered the numbered receiver, then all federal and state laws apply just the same as if it were an assembled, functioning firearm. Is this your question? If so, federal law does not prohibit your shipping the action to him. You need to check into your state laws and possibly local laws in your and his jurisdiction.
