Before I get any flames, the quote in the title is not mine and I do not agree with it. I much prefer outdoor ranges to inside ones. The title is a quote from one of the county commissioners in the article.

Read the article below. That an official like that got voted into office in TN is sad.

Open range? Commissioners express concern over outdoor shooting ranges

Hamblen County commissioners approved strict limits on shooting ranges Monday and may make them even stricter, particularly for outdoor ranges.

"I’d like to do away with outdoor ranges completely," said Herbert Harville, chair of the County Commission’s Public Service Committee.

The committee voted unanimously to send proposed regulations to the full commission for approval at next week’s meeting.

The county currently has no regulations governing commercial shooting ranges and one recently opened in the county, upsetting some neighbors.

Some action is necessary and soon, Commissioner Dennis Alvis said.

"I’ll bet Grainger County wishes they’d done something before this canned hunt thing came up," he said.

A property owner in Grainger County has imported exotic animals such as zebra and watusi to be hunted on 60 acres of property.

The regulations coming from the County Planning Commission would have allowed outdoor ranges on any property zoned A-1 or agricultural but indoor ranges only in commercial zones. That just didn’t make sense, Commissioner Paul LeBel said.

"Any commercial business should be in commercial zoning," he said.

Under the regulations from the Planning Commission, an outdoor range would have to be located on a minimum of 10 acres and surrounded on all sides by agricultural zoning. The minimum distance from the firing stations to adjacent property lines would have to be 1,000 feet on the front and sides and 500 feet on the rear of the property.

An outdoor range could be no closer than a mile from existing schools, churches, nursing homes or childcare facilities.

LeBel moved that any outdoor range would also have to be located on property zoned for commercial use.

The regulations from the Planning Commission would also have allowed an outdoor range to open at 30 minutes after official sunrise and close 30 minutes before official sunset.

"That’s just stupid," LeBel said. "We could have people shooting off guns outside from 6:30 in the morning until 8:30 at night."

He moved that operation of outdoor ranges be limited to no earlier than 11 a.m. and no later than 4 p.m. Alvis quickly seconded the motion.

LeBel, like Harville, doesn’t like the idea of outdoor ranges.

He asked County Mayor David Purkey, "As a former law enforcement professional, which is safer? Indoor ranges or outdoor?"

"Indoor," Purkey answered.

The committee voted to amend the proposed regulations with LeBel’s suggestions, limiting the hours of operation and requiring commercial zoning for all shooting ranges. Commissioners also asked County Attorney Rusty Cantwell to research the issue and let them know if they can outlaw outdoor ranges entirely.

The proposed regulations apply only to commercial enterprises and would not affect fundraising activities such as turkey shoots or private hunting.

"You can shoot as many rabbits as you want," Harville told one concerned citizen Monday.
 
Notice the last sentence, "You can shoot as many rabbits as you want to."

Ever heard the expression, "We must all band together or we will all hang seperately."?

First they ban outdoor ranges for "safety". Then they will ban hunting to protect the animal wildlife etc. They will have their pound of flesh an ounce at a time.
 
We have some groups here that hold protests against shooting gophers. If we didn't shoot them, they would take over the cities in some places out here.
 
OK, pass a law banning police from discharging their weapons outdoors under any circumstances. In the name of safety, of course.

STupid idiots in charge. So you can't be within a MILE of all stuff listed? Basicly limiting where ranges could be. (and safety is NOT being addressed)
I.E> if range is set so shooting is to North. A school/hospital/etc to SOUTH half mile away is no risk. (properly setup it isn't even to North)
One thing I enjoyed with a action league. One thing we did in summer is have a late night shoot. Run thru in daylight and then after campfire/brats run thru by campfire or flashlight.

This is like banning "assault" rifles. What is the rate of incidents at outdoor ranges? Locally, I heard a story of a LE group shooting at a range that has "come under fire" for idiots that built houses around it. A police officer let off a burst from a mp5, the last 7 rounds from the 10 rounds he fired were above the berm. Sounds to me like more government interaction is retroactive. Good thing the NRA has plenty of lawyers.
 
All these people care about is making everyone conform to their beliefs and keeping their property values high While they make everyone think that they are doing these things in the name of the public's well being.

Around here its not just ranges that people complain about. They all come in and build row after row of identical houses on the edges of farms and then try to have the farm shut down or the land seized by the town/state as open space because they complain about the smells of manure and silage. Or they build their house a few hundred feet away from an interstate highway and then try to sue the state because the car noises keep them awake and annoy them during the day. Sad part is the state usually gives in and spends millions of taxpayer dollars to erect huge wooden fences and berms to block the sound just so one whiner will be happy and stop complaining.

Dont like the sound of a range nearby? well then maybe they should ask that all aircraft not fly within 50 miles of their house as well or all those noisy emergency vehicles should stop using their lights and sirens.

If its not one thing than its another with these types of people.

I would like to see him enforce this flim flam at good Ol Fort Campbell, where most of our base, and most of our ranges, in the back 40 are in Tennessee proper.
 
Wait, farms are comm'l arn't they? I guess you can't have those on AG zones... no that would be wrong...

Gov. Daley tried to ban all private aircraft from entering Chicago airspace for that reason(Yes, he really is that stupid). He also sent bulldozers onto Love Field for the same reason(which is a Felony that he was never convicted for :barf:)
 
Actually, Emperor "DICK" Daley II bull-dozed the runway of Meigs (sp??) Field in Chicago.

Love Field is in the Dalls/Fort Worth/Arlington area.

Point made, though...A LOT of people move to somewhere "out in the country", then want to wreck what has long been there with lawsuits, zoning changes, etc.

Here is a clue, folks.....Don't like the noise??? Stay away from airports, freeways and shooting ranges. move to somewhere VERY remote...like the middle of the ANWR. Monitor the noise coming from the drilling rigs...

I hate this kind of pandering. Reminds me of those incredibly obnoxious "Baby On Board" signs. There was a comedian that said he wouldn't mind the "Baby" signs if the other side said "Fair Game" and the drivers were required to keep the proper side facing out.
 
I guess I should let the county mayor know that I won't be doing any business up in Hamblen Co. I might let the manager of Morristown Nissan find out why he missed the opportunity to even compete for a sale.
 
So, according to the article, to have an outdoor range you need commercially zoned property surrounded on all sides by Ag zoned property? How likely is that?

If the voters let Harville think he's King of the County, and don't reel him in, they deserve what they get.
 
Local gun clubs -- with outdoor ranges -- are being pressed by the new gentry moving into and suburbanizing what has heretofore been rural, agricultural land. The same suburbanizing gentry locally has been objecting to "livestock odors" (methane / manure) from long-standing agricultural operations.

The policy of the local Commissioners has been that these features are "grandfathered in," are long established, and if you don't care for them you should have considered that before you negotiated a mortgage on the McMansion.

how is an indoor range safer? What an idiot.

-fumes that can cause flash fires if improperly ventilated
-ricochets from backstop
-lots of people crammed into a small space with guns

the last time I heard of an outdoor range failing with its backstop was when a hail of gunfire ripped up a neighborhood a bit. Sad thing is that it was an LEO practice/drill range. So, maybe that is where he got that tidbit from: outdoor ranges arent safe if the cops are the ones shooting on them :p
 
Let's pass a law requiring mandatory comprehensive firearms education.

We'd be better served with mandatory comprehensive LOGIC education for all politicians.

Although, I'd like to see a return to your idea, also.

Simple as requiring a "Special Use Permit" for a particular business activity showing compliance with a few specific req'ts (distance from residential, safety req'ts, etc).

The SUP's I've dealt w/ in the past require: certified survey of site w/ distances, copy of deed, plans, Assessors Map, a justification letter, sometimes procedural req'ts (safety/emergency response, etc) and a big whopping check.

Then, one meets with City/County Planner to go over application wherein they will recommend approval or denial, it goes to the Planning Commission for open public hearing, hopefully a vote of approval and finally City or County Council review for their own public hearing and vote. They've even req'd a 2 year or 5 year review and/or re-application to see how things are getting along down the road for some projects.

Lots of hoops to jump thru, but at least SOME due process and local gov't interaction, not to mention allowing neighbors a chance to come forward to express their delight or concern w/ proposed business activity... be it pig farming, topless bar, tavern or even some type of outdoor public range.

But the blanket statement "I want to get rid of..."! :scrutiny:

I wonder where their local Sheriff and Police Depts. do all of their shooting practice? Indoors?
 
I think a lot of this stuff is symptoms of overpopulation. Too many people using up more and more space. Soon, there won't be room for anything. Our whole country will look like Hong Kong.
