For our military aid they have to buy american made weapons or we don't help pay for it. Last I heard it was a 100$ cost for a M16 to the Israelis. We pay the rest. So I don't think a locally manufactured rifle M16 would be able to compete. Besides IMI now IWI doesn't make ar15/m16s as far as I have ever seen. (might make spare parts though I don't know and would doubt that though)
I know Century was making some AR's from imported parts. I believe they were using barrels, upper receivers, and lower parts mated to commercial lowers. Last I heard they were selling for $650.00.
