We need as many gun owners as possible to be present in that committee room, filling out witness slips against this bill, and testifying.

Who can be there next Wednesday?

There are people here who have done this before and can explain exactly what goes on and how it's done. The important thing is that we make a strong showing.

It's possible that they could change the date. If I hear that the hearing date is changed I will try to post that information.

They don't have a lot of time left to take action, I would guess that they would have the committee hearing.

Gun Owners Going to Springfield!!

Dear Illinois Gun Owners,

As per our last alert, many of us plan to be in Springfield this Wednesday, May 23rd to lobby legislators to vote against SB1007 which is the Gun Magazine Ban and other anti-gun bills still in play for this session.

We will rendezvous just inside the Howlett Building (same bldg. as IGOLD meeting) in the Hall of Flags at 8:30 a.m. to organize our efforts and fill out our opposition/witness slips. We will proceed over to the Capitol in ample time to get seating for the 10:00 a.m. Executive Committee Hearing on SB1007. After the hearing we will lobby our legislators.

Mark Mountain, the gentleman who helped ignite the Brown/Pike County Resolution movement is lending his support and plans to attend. We expect to see several from the firearms manufacturing community there as well.

We need to be a visible support for those Illinois firearm manufacturers who want to keep their businesses in this state. The legislators need to see us in person especially at this critical time when legislative deadlines are fast approaching and the pressure is tremendous on them to compromise our Second Amendment rights.We realize this is very short notice but to those who are available we ask you to please be there to help in this very important effort.

If I had time (and free long distance calling) I'd call them all. I got a healthy bunch of enthusiastic "no" responses, including one rep's office who called me. Sounds like call volume is very heavy on this. Keep it up.)

lee - they can put it back to second reading, there by keeping it until the next session in the fall. We have to keep calling our reps.

They can also send it to the Rules committee where they can effectively keep it alive until the start of the next session in January of 2009. That is most likely what will happen. They did the same thing with HB 2404 (Assault weapons ban) in the last session.

If they come to a budget agreement (not likely) and end the term tomorrow, we'll have to deal with it in the Fall veto session. Right now the budget is most likely getting to priority because if they don't pass it tomorrow, it will require a 3/5ths majority to pass which will give the republicans a say in the process.

Well, the budget did not pass. It looks like they will be hammering on the budget for the month of June at least. Does this help or hurt us?

I would agree with Jeff White. It will most likely be shelved until later. I would think that this helps us for a little while. But in the longrun it is just delaying the inevitable.

It's also time for vigilance to slack off. This thing snuck up on us as it is. There are people on http://www.illinoiscarry.org that have been watching the proceedings live. Think they'll keep it up?

they will keep the bill active until the recess. They can call it at anytime. If they don't have the votes by recess, I would bet that it goes to Rules where it stays alive for the rest of the session.

Keep up the pressure. If they had the votes, they would have already passed it.

If you received this alert from the NRA, don't breath easy just yet:

Illinois Anti-Gun Efforts Fading, But Still Alive

The Illinois General Assembly is now in overtime, having failed to complete all of its business by May 31.

This means the hopes of anti-gun extremists to pass attacks on our Right to Keep and Bear Arms have faded considerably. Although the greatest pending threat, Senate Bill 1007 introduced by State Senator Dan Kotowski (D-33), is technically still viable, it would seem unlikely this bill can muster the 3/5 majority it now needs for passage.

As you know, this bill seeks to ban the manufacture, possession, delivery, sale, and purchase of standard capacity ammunition magazines capable of holding more than ten (10) cartridges, as well as certain firearms with tubular magazines.

NRA will continue to aggressively lobby Illinois lawmakers during this overtime period to ensure the gun-ban lobby and its supporters do not revive this, or any other anti-gun legislation. We can anticipate those opposed to the Second Amendment will do whatever possible to try to salvage a so-far failed legislative session, so stay tuned for any updates or calls to action.

This information may not be right. The ISRA has said in a May 24 alert that the 3/5s majority won't apply to all bills:

Today we worked on shoring up our support against SB1007. The anti-gunners were out in full force. I would think we would see a vote on either the magazine bill or the private sales bill soon.

We are also assured that we will be going into an extended session. That means all the antigun bills will be extended. Contrary to popular belief extended sessions do not require a three fifths majority to pass. The three fifths majority only involves when the law become effective. If the law is to become effective immediately that would involve a three fifths majority.

This fight is a long way from over. Thank you for your support.

The House and Senate adjourned today without any action on antigun bills. SB1007 is now in the House and requires 71 votes to pass it. They could not pass it with 60 votes so now they need 11 more votes. They have their problems.

No, it means that they were wrong in their earlier alert and it does take a 3/5s majority to pass. We can breath a little easier but they can still bring it to a vote. Might not be in any real danger till the fall veto session.
