Special News Alert for Illinois Gun Owners March 7, 2003
[See the attached file]

Dear Subscriber,

Information of special interest to Illinois Gun Owners:

The Firefight Begins Tuesday - Your Presence Needed

Senate Bill 1195 - Richie Daley's Semiautomatic Rifle and Pistol Ban will face Senate Judiciary Committee hearings on Tuesday, March 11th.

You need to be there to show support for the right to keep and bear arms.

The hearings will be held in Room 400 of the Capitol building at 3:30 PM.

Also, Wednesday the 12th is probably going to be the day when other Daley Gun Grab bills will be heard. We don't have all the info yet. But we need people in the Capitol on the 12th too.

Call (815) 635-3198 for further information.

Daley Lapdog Jones Stifles Progun Bills

Daley's lapdog in the Senate, Emil Jones, has made sure that all our progun legislation will never see the light of day by keeping it bottled up in the Senate Rules Committee.

At the same time Jones has scheduled all the Daley Gun Grab bills for hearings.

Bottom line...Illinois gun owners have no voice in the Senate because the gun grabbers own Emil Jones.

Visit the link below to see who is on the rules committee.

Call Emil Jones at (217) 782-2728 and let him know what you think of his tactics.

Top Daley Gun Grabber Dies

Daley's #2 man in the Chicago Police Department died yesterday.

First Deputy John Thomas apparently suffered some sort of heart attack.

Thomas was well known for his dislike of law-abiding gun owners. At a Gun Grabber rally last fall, Thomas delighted the small but vocal group of gun grabbers by belittling the right to keep and bear arms and how the Chicago Police Department supports the Daley lawsuits against gun dealers and how the department will enforce the Daley dream of "nobody owning a gun."

nothing like short notice, guess they are going to try and ramrod this one thru already called Jones, doubt if he cares what I think after all I am one of those that doesnt live anywhere near the city of #hitcago. I think this is one we are going to lose I do a lot of this:banghead: with my fellow gun owners. They all think that this wont pass, the Jews thought that the Nazis were taking them to a ballgame too:cuss:

You can find out where the committees are meeting by checking http://www.legis.state.il.us and checking the schedule. Find out what committee your least favorite bill is in by searching for the bill number.

I don't know--if I can get the request in on Monday maybe I can get a personal day Wednesday for the bulk of the bills. I only have one personal day, though I might be able to take an hour or so of "dock time" on Tuesday afternoon--I get off at 3:30 anyway, and it's really just babysitting and bus duty from 2:30 on.
Can't really stand to let the chance go by.

I don't know what the rest of you will be able to do, living farther away, on such short notice. If you do go, keep in mind that you will not be admitted to the Senate stuff without a coat and tie. I'll be the big fat guy in the corduroy jacket.

Also, parking is horrible in downtown Springfield. Your best bet is either change for meters or parking in the Visitors Center parking lot. The entrance is on Edwards street, which is a block or two South of Monroe St. (the street the Capitol faces.) The Visitors Center has free parking but it fills up fast with state workers and others who don't have parking privileges. The meters are always fairly open, but watch the time limits. They range from 8 hours a block West of the Capitol on Monroe, to half an hour in front of it, to two hours in most places.

Committee meetings are held either in the Capitol or the Stratton Building, which is the next building to the West of the Capitol on Monroe. The Stratton building is between the Visitor Center lot and the Capitol, so it's convenient if you park there. You need ID to get into either place, and they'll ask you to sign in and write down your DL number for the Stratton building, but I signed in as "Rusty Shackleford" for a week before I quit my reporting job, and no one noticed. :D

Directions to the Capitol:

From the North, coming in on I-55:
Exit onto South Grand Avenue (near the exit for I-29) and head into town. You'll be on South Grand for awhile. It goes through a bad neighborhood, but it's the quickest route and I've never had trouble on South Grand. Stray from it, and there are no guarantees. Stay in the right hand lane. When you begin to see Rally's, McDonald's, Pizza Hut and Hardee's it's almost time to turn right. You want to take a right on 2nd Street, right after the railroad tracks. It comes up suddenly, so be careful.
Now you're going North on 2nd Street. To park in the Visitor Center lot, turn left on Edwards Street. Follow it a block or two past the big stone building under construction. There will be two large parking lots, and you want the second one. The first is only for state employees and you will be towed if you park there during the day time. When you park, the Stratton building is just across the street to your Northeast. The Capitol is pretty obvious from there. You can only enter the Capitol from the North entrance, though, so you'll have to walk around to the side that faces Monroe St.

From the South:
The directions are almost the same from I-55. Before you reach Springfield proper, I-55 will split. Take the left side, the one marked "6th Street." Take 6th Street North and stay in the left-hand lane. Watch out for local idiot drivers. You'll pass a giant wooden AR-15 on your left. ;) Stay in the left lane until you reach South Grand; then turn left and follow the other set of directions. Make sure you turn into the right-hand lane of South Grand; 2nd Street comes up soon.

I'll make it happen - I think I can get off by 11am that Tuesday and make it down before 3:30. Might even have time to go see my senator and representative. Weds would be real rough - we'll see. My rights are more important than my job.

Visitor parking in my experience is always full unless you get there real early.

I'm working on a concise statement to make to lawmakers and for editorials.

I will post as soon as I get it written - if you can't be there be sure you call your senator and rep as well as all the offices of the committee persons.

Come on Illinois folks, please respond and spread the word our gun rights are on the line.

Anyone know if a super majority is required for these to become law , if I recall the when CCW law was up for a vote, it was required to pass with a super majority as it would effect cities with home rule.

Talking points for Illinois gun bills:

HB1625 – oppose - requires ballistic finger printing of all guns sold or worked on by a gunsmith

1. Only studies done have indicated that the larger the database the less reliable.
2. Fingerprint changes over time and can be easily altered on purpose or by accident.
3. It would cost millions of dollars and create more state bureaucracy for no known benefit

HB2513 – oppose - bans 50 caliber weapons – possession and sale

1. No fifty caliber weapon has ever been used to commit a single crime in Illinois
2. Unless one is one of a handful of highly skilled marksmen these weapons cannot be used at ranges greater than the normal effective range of many common hunting caliber’s such as the 30-06, .308, 300 Win Mag, ect…
3. No terrorist has used a fifty caliber weapon in an act of terror in this country
4. These firearms which cost thousands of dollars are typically used in long range target shooting competitions and by individuals who enjoy shooting larger caliber weapons.
5. It would make thousands of Illinois citizen’s criminals for no justifiable reason.

HB2532 – oppose – creates a state may issue gun dealer license

1. FFL – gun dealers are already strictly regulated by the federal government
2. Licensed gun dealers must comply with local zoning laws
3. The number of licensed dealers has declined by almost 2/3rds in the last ten years
4. For what purpose does the state need to further regulate federally licensed gun dealer and create a whole new layer of state bureaucracy?
5. Less than 1 percent of gun dealers sell the majority of guns that are used in crimes, (the majority that is of those guns that are obtained from licensed dealers which account for an over-all small minority of guns used in crimes) Therefore how will state licensing actually prevent criminals from getting guns?

HB2580 – oppose – bans possession and sale of magazines greater than 10 rounds

1. The difference between a twenty round magazine and two ten round magazines is the ½ second it takes to swap them.
2. The average number of shots fired when a gun is used in an assault is between two and three shots.
3. For what reason are we going to make thousands of Illinois citizen’s criminals?

HB2583 – oppose – requires ballistic finger printing of pistols and revolvers

1. Only studies done have indicated that the larger the database the less reliable.
2. Fingerprint changes over time and can be easily altered on purpose or by accident.
3. It would cost millions of dollars and more state bureaucracy for no known benefit.

HB2632 – oppose – bans possession and sale of semi-automatic assault weapons and magazines over 10 rounds

1 The assault weapons banned by this bill are used in significantly less than 1 percent of crimes involving guns.
2. More than ¾ of criminals do not get firearms from FFL’s or by otherwise ostensibly legal means. Given that fact, and the fact that the assault weapons described by this bill are used in less than 1 percent of gun crimes, how can banning them have any real effect on crime or even their use by criminals?
3.Given that these weapons are hardly ever used in crimes, that banning their sale and possession will demonstrably have little effect on criminals being able to obtain or use then, and given the fact that these firearms are use for many legitimate sports, (such as high power rifle competitions, varmint shooting, three gun matches, target shooting, plinking, and hunting – yes in many states many of these firearms are both legal to use and often are used for hunting), and that said firearms have been used non-lethally and successfully in circumstances of civil unrest to defend life and property – such as the LA riots and Hurricane Andrew, and have been used by homeowners for self-defense – what then is the justification for banning them and for making thousands of Illinois citizens criminals for owning them.

SB0238 – oppose – bans buying more than one handgun in a 30 day period and creates a database of gun purchases

1. Since criminals normally do not obtain handguns through lawful sales how will this keep guns out of the hands of criminals?
2. The only way to verify if someone has purchased more than one handgun in 30 days is to create a defacto state handgun registration system – how do your think your constituents will feel about a backdoor registration scheme?
3. There is no significant evidence that shows that were such a one gun a month law has been enacted that there has been any impact on crime – therefore what purpose will passing this law serve?

SB1195 – oppose – bans possession and sale of semi-automatic assault weapons and magazines over 10 rounds

Assault Weapons:
1 The assault weapons banned by this bill are used in significantly less than 1 percent of crimes involving guns.
2. More than ¾ of criminals do not get firearms from FFL’s or by otherwise ostensibly legal means. Given that fact, and the fact that the assault weapons described by this bill are used in less than 1 percent of gun crimes, how can banning them have any real effect on crime or even their use by criminals?

Magazines:
1. The difference between a twenty round magazine and two ten round magazines is the ½ second it takes to swap them.
2. The average number of shots fired when a gun is used in an assault is between two and three shots.
3. For what reason are we going to make thousands of Illinois citizen’s criminals?

SB1197 – oppose – requires ballistic finger printing of pistols and revolvers

1. Only studies done have indicated that the larger the database the less reliable.
2. Fingerprint changes over time and can be easily altered on purpose or by accident.
3. It would cost millions of dollars and more state bureaucracy for no known benefit.

SB1206 – oppose – creates a state may issue gun dealer license

SB1326 – oppose – 10 day waiting period on handgun sales

1. Gun purchasers already have to undergo a background check to obtain a FOID card to own or possess a gun, they then undergo another background check before they can purchase a firearm, and they then have to wait 3 days before they may take possession – what is the benefit of making someone wait another week?
2. This would not prevent a single crime and would only further harass lawful gun owners.

SB1481 – expands unlawful sale to include give or transfer and bans obtaining more than one handgun in 30 days.

4. Could make grandma or grandpa a criminal for giving the gift of a gun to a family member and could per how it is interpreted ban any private sales or family transfers/gifts of firearms.

Mack, I don't know, but I REALLY doubt it. That bit on the CCW bill was mostly a political maneuver by the leader at the time. It wasn't really necessary, from what I understand, so I doubt it is this time. And I really don't think Emil Jones or his buddy in the House are going to do any maneuvering that would stand in Daley's way.

I wouldn't be surprised if Blago is being fairly quiet about these bills in public but encouraging the leadership in private. Then he'll sign them fairly quietly or with fanfare, depending on how the legislative debates go.

And I should have mentioned it before--yes, if you get there after 10:00 a.m. the Visitors Center parking will probably be full, especially on Wednesday. After 3:00 it will thin out, though. I found that people do move in and out of the place, so you can get a spot sometimes even when it's full by stopping and waiting for someone to pull out. For one day, meters are probably much easier.

So who else is coming?

I will be in Springfield on Tues - probably between noon and 1pm - all the senate bills are scheduled in the same committee hearing that day at 3:30pm Judiciary Committee Capital Room 400. Hope to see some of you there.

Only two of the house bills have hearings set as of yet:

HB2532 - state licensing of FFL's - scheduled on Weds at 8am Stratton Building Room C-1 - house judiciary I - civil law committee

HB1625 - Ballistic ID Database - Thurs at 8am Stratton Building Room not listed - house judiciary II - criminal law committee.

If you can't make it, or even if you can make it, you can find the bills and contact information for the committee persons as well as your senator or rep at this website:

http://www.legis.state.il.us/

Mack

also want to pass this on:

ISRA is asking all Illinois gun owners to do the following:

Call Senator Dillard at (217) 782-8148 and tell him to vote "NO" on SB1195
Call Senator Obama at (217) 782-5338 and tell him to vote "NO" on SB1195

I don't know the full story, but it seems apparent that these two must be the key votes on the committee - please call and ask everyone you know to call and ask them to ask everyone they know to call!

Called Sen. Dillard was reffered to Sen. Munoz (217)782-9415 he is the one that can pull the bill so everyone give him a call. Tried to call Obama but no answer there will try again soon.

Thanks for the info - Munoz is the bills sponsor - keep calling people.
