I'm spooked to buy a shotgun with an 18" barrel

Lot's of criticism,but no answer for what is my recourse if I pay and it comes to FFL too short?
Take a look at post #15. What part of

"Ask the seller about the length. Express your concern about barrel length and make it a condition for a possible return in the unlikely event there's a problem. "

needs further clarification?
 
also you DO NOT have to take possession of the firearm until after you complete your ffl paperwork so until you do take possession even if its illigal your still legaly ok EVEN IN NEW JERSEY
they cant charge you for something you dont own yet and is still under control of an FFL holding dealer

For totally different reasons, I did that once. It works, legally.

I think the points on the plot table are: factory or modified? new or used? have you asked the seller to measure it? is there another shotgun that satisfies your needs and budget? It's a big world. We can tell you what we'd do, but you certainly don't have to listen - that's part of freedom! Enjoy/stay safe.
 
All the newer shotguns I have seen have at least 18.5" (as has been mentioned several times). However, my beloved police trade in Remington 870P Magnum is just a smidgen over 18", but that's why I love it. It balances really nice with the wood furniture, 4 round mag, and shorter barrel. Certainly better than my 870 express with the synthetic stock and 6 round tube.
 
Look, this is starting to get extremely personal. Folks are thowing around internet psychological diagnoses and someone's going to get bent out of shape, or say something they really shouldn't.

Unless the OP has actually purchased this gun and/or sees it for himself, there's nothing beyond the advice given here that we can provide.
