I have decided to load up some speer 130gr HP for my 308 and only use imr 4350 for the calibers i currently load, being i have surplus of this powder what charge should i use for that bullet weight?

You can't find data for that combination because that powder is way too slow for loading the .308 with such a light bullet. If there is no data for a powder/bullet combination there is usually a very good reason. (sorry) Give 4895, 4064, BL-C(2) or Varget a try instead. (if you can find them)

1975 DuPont Handloaders Guide from 1975 shows 47 grains 4350 with a 110 grain bullet, and 46 with a 150. Both compressed loads, low pressure, low velocity.
So, if you want to use it, just put in as much as fits.
