Iowa House joins Senate in passing Shall Issue!

Today, SF 2379 passed the Iowa House of Representatives by a vote of 80-15! After a return to the already-friendly Senate on a procedural matter (the bill has already passed the Senate on a 44-4 vote), the bill will go to Governor Culver, who has already indicated he will sign this legislation!

In a nutshell, this is "Shall Issue", five-year term, honors all other states' permits (so long as the holder is not an Iowa resident), maintains preemption of local laws, has an appeal process for denied applicants, and retraining qualifications can be met by qualifying fire with an NRA-certified trainer. Your DD 214 will suffice for initial issue, as will NRA handgun courses, and several other trainings to be recognized.

Upon Governor Culver's signature, and effective 1/1/2011, Iowa will join the 38 other states who now enjoy "Shall Issue", and will fully honor non-residents' licenses issued by any state. If you're an Illinois or Wisconsin resident, get your Utah or Florida license, and come visit the newest "gun friendly" state in the nation. For others, Iowa will now extend the recognition that 14 of your states have extended to us for all these years now.

I am delighted, because I occasionally drive through Iowa, west to east, or the other way around.

One thing though, could you plant some trees? It's a long drive with nothing to look at but cornfields. :neener:
 
The voting is done by both houses. This bill passed the Senate on Saturday, 44-4, passed the House today (updated tally of 81-16), and passed a procedural vote back in the Senate 38-4. The only matter left is for Governor Culver to "consider" the bill, and friendly folks have been told he intends to sign the legislation.
 
Good news, I visit Iowa (in-laws) fairly frequently, and this means that I only have to stow for Daley-land.

Now I can nag those in-laws to "get their damn permits, already".
 
Good news I haven't been able to carry I Ia. since I left in 82. I got a permit while a senior in HS.
I applaud them for including all other state permits from the get go, I wish Co. and Mn. would get it together then my life would be complete.
 
so does this mean that more states will honor an iowa permit?

Man, I hope so. I frequently cross into Nebraska and South Dakota, and have to pack my carry piece away.
 
This is actually bad news for me. I live just across the Mississippi River from Iowa, in Illinois. My lack of ability to carry never bothered me before because my neighbors across the river couldn't either. Now I'll be tormented by my friends having a right that I don't. So, I'm forced to weigh the possibility that Illinois follows suit vs. the ordeal of moving three or four miles just to get a carry permit.
 
As to the Governor not signing the bill - the legislature would not have gone to this much work and effort if they had a doubt he would sign it. Combine that with the fact that this will probably be a tough election year, his veto would be a death blow to his office and the whole Democratic party. I just don't see it as a problem but of coarse it ain't over till the ink is dry from his signature so we need to make sure as many people as possible contact his office to demand his support.

PLEASE also get your friends and family to do this also no matter what state they are from since this Bill contains a provision to recognize ALL other states permits.
 
Here's another voice asking everyone with an interest in Iowa gun laws to please utilize IAJack's links and phone number (above) to contact Governor Culver to register support for this bill. Until it's signed it isn't law, and we all need for Iowa to join the 38 other states with "Shall Issue" and also those with general recognition and/or good reciprocity provisions.

trying driving a little further south then, southern Iowa is gorgeous! Lots of rolling hills and trees...(guess where I grew up)

Congrats from a prisoner of the state of Illinois - looking forward to McDonald and sticking it to the Chi-town dems and cook county rinos - the writing is finally on the wall.
