Is 23.5grains of BLC-2 enough for 55gr FMJ

As the titile says, Is 23.5grains of BLC-2 good for 55gr FMJ .223 round ,in anybody's experiance. The Lyman book labels it as a a low charge. Will it work though?

My Hornady book list it at just over 2900 fps and shows starting load at 22.1gr, and 26.9 as max.

Speer shows starting at 25gr and max at 27. They used magnum primers.
 
Hodgdon shows .5 grains higher for a starting load. You should be ok, but watch ball powder. I hear it can be finicky in low volume loads-
