I have a brand new maverick 88 and I wonder if it's safe to shoot slugs through the 28" barrel which has a modified choke. I also have a 18.5" barrel with cylinder bore.

Yes. You can basically shoot any slug thru any choke. The accuracy will vary all over the place, but you won't hurt the gun. Manufacturers know what they are dealing with as far as owners go. A modified choke with Forster style rifled slugs is often a very good combination.

Obviously, if you'd like to know how the Brenneke shoots to target in either barrel, you should take both barrels and a box of slugs to the range and find out for yourself firsthand.

Can't really call it "patterning" a slug, but... you get the drift. Hee.

:)

Brennekes are no problem, as long as they are the 'rifled slug' variety. I shot a bunch of them in a MOD choked barrel in my last shotgun class.

Save the sabots for a rifled barrel though...

From reading one of his publications Don Zutz found Mod. best choke for both Foster-style and BK shooting though guns should be tested on individual basis prior to hunting use. I would not do that in old doubles that have soft-soldered barrels as barrel re-allignment is very expensive. It helps to note unless barrels of such weapon have been adjusted for poi by manufacturer one barrel will hit target while next will hit target post if you're lucky.
How can we tell such gun has been regulated for slug shooting? Very easily front blade sight and rear leaf(s) plus cyl-cyl or 1/4-1/4 choke combination.

MOD may work best for 'conventional' buckshot, but it tends to open up patterns with FliteControl buckshot loads in my experience.
