Is the Ruger Hawkeye free floated?

I read somewhere that it was, but I am not able to pass a dollar bill between the barrel and stock. Its very tight, and I would think if it was free floated, it ought to slip right through.

If it is not free floated (or not adequately free floated) could I just sand the inside of the stock until I remove enough wood to pass a dollar bill through?

Would that help with accuracy?
 
No I have not, and I would not do anything to it until after I have.

I am simply asking if the Hawkeye is free floated, and if it is not, can i free float it by sanding the inside of the stock. Not really looking for any other advice at this time.
 
If the stock is touching the barrel then it is not free floated (as far as I recall I don't think they are). Yes I am sure you can sand away some wood and free float it. You may want to shoot it first to see how accurate it is before you go making mods. That way you can see if the mods affect the accuracy (for better or worse).
