Is this common now?

They make laws about stuff they can, because the public outcry over including things into the controlled substances list would be too high.

Look at all the other ingredients for cooking meth over the years and ask if you want to be carded for gasoline additive, acetone, etc. We've had people buying cased of the stuff in the past. No way you need 50 bottles of Heet to get your mower started - yes, that is what I was told.

Acetone was stolen off the shelf so much we let the computer think it was still on the shelf so we wouldn't get more. Less theft and loss. If anyone asked, we told them exactly what the problem was. Woke up some people who had no clue that our area code was the originator of the stuff back in the '90s. Now, it's mostly cartel or weekenders.

If a store is carding older citizens and there seems to be no excuse, asking for the manager would be the better solution. You don't get the problem solved by making more work for clerks. They are just following work instructions. You have to change the instructor - who is likely misinterpreting things just to cover themself because their boss is an uncaring jerk.

Goes to, how a supervisor treats their employees is how they treat the customer - help fix the problem by putting the jerk's overreaction right back in their face.

Organizational mishaps need to be elevated, not just allowed. Putting pressure on the decision makers means they aren't sheltered by a layer of subordinates who likely don't agree anyway.
