Where do I go from here?
The ring mount is level-

The rear ring half isn't level, not by a long chalk:

The front ring half is level:

If I reverse the rear ring half, the bubble follows it.
I looked at the bottom of the ring; nothing out of the ordinary. Also, no burr on the ring mount face.
I pulled the ring half and set the level right on the mount point; level.
I pulled the front ring half and mounted the rear one there; out of level.

So, a problem with the ring half.

My question; is it actually a problem? Will it affect the scope, or is the rear circle in which the scope sits just clocked differently with no effect at all?

I've never had this happen before.

As long as the rings are level front to back there shouldn't be a problem. Check for level from the front to the back where the scope rests, that should be parallel with the receiver.
It appears to be that the scope rings were manufactured wrong or your scope rail mount is off!

Youre measuring the parting line of one ring to that of another

How do you know if they are the same relative to the bottom of scope bore per ring?

I use Brownells scope alignment and even then, test a metal rod mounted in the rings before putting $$$ scope in.

Btw, do like Burris Signature rings ;)

FWIW I am going to try some Leupold Backcountry rings on a couple of rifles.
And I'm still gonna double, maybe even triple check, before dropping a scope in em.
Eyes and brain don't work as well as they used to. Yup, triple check I will LOL

I recently got into a little jam and wound up using a set of Monstrum rings. The Pro or whatever model they are, made of 7075. They turned out to be pretty nice at like $40 on Amazon.

Imagine the millions of people who've mounted a scope without a level and never knew any better. Don't overthink it.
Once I mounted the ring center checking device I realized that.

The ring bottoms are leveled front to back with each other and
the ring centers are concentric, just the parting lines are clocked differently.

I bolted it up and bore sighted. This rifle is being set up for Mrs Thunkit; she can finish sighting it when we go to the club.
