J C Higgins Model 103.18 Also called Marlin Model 100 - Bolt question

All,
I recently got a old JC Higgins 22 bolt action rifle model, 103.18. My question is, does working the bolt action of the firearm cock the weapon as well? With mine it does not cock the action at all and you have to pull back on the circular bolt back in order to cock the rifle and I am wondering if something is wrong with mine or if for some reason it was made this way. It is a single shot bolt action so no magazine feeding. Any info would be helpful. Thanks

Without seeing it I'm just guessing but probably that's how it was made. I do know that some 22 rifles you did have to pull back the bolt with a round center knob on the back of the bolt to cock it.
 
I have a J C Higgins 103.18. You have to close the bolt and then pull back on the round center knob on the back of the bolt until it locks. The rifle is now ready to fire.
 
Thank you both. That is exactly what is happening. It makes sense after I thought about it since it is single shot.
