The banning of importation of Chinese arms & ammo was done by executive order. It was done by Clinton, not Bush. It had nothing to do with the GCA of 1968, it was done, ostensibly, as part of sanctions, penalizing China for the Tianenmen incident.

"In view of the continuing human rights abuses, I am extending the sanctions imposed by the United States as a result of the events in Tianenmen Square, and I am also banning the import of munitions, principally guns and ammunition, from China."​

Furthermore, it's common knowledge that the import restriction was imposed by Clinton.
