Gibson, Florida continues to outlaw the general practice of open carry, but has (effective 17 June, 2001) decriminalized the "brief" display of a lawfully-carried concealed firearm, such as when changing jackets, or if the gun becomes visible when bending over, or reaching above one's head. Previously, any act which allowed the firearm to be no longer "concealed from the ordinary sight of another person" was unlawful.
This was originally intended to be a lawful-OC bill, but got grotesquely watered down as it made its way through the legislature. One sticking point that will no doubt come up very soon is how the law defines "brief" when addressing the period of time the firearm is visible. The law does state, by the way, that the firearm must not be made visible "in a rude, angry, or threatening manner, not in necessary self-defense" to have that "brief" exhibition fall under the new protection.
