You need to look at your state and local laws to find out if anything is legal where you live. If you want an opinion from a bunch of strangers on the internet on something the may or may not influence whether you end up in jail, the least you should do is tell where you live so someone can look up the state/local law where you live and quote the law for your jurisdiction.
In general, if the SAK has a blade less than 3" you can have it legally in your car. That doesn't mean if you get busted for something you won't also end up charged for having the knife, it just means that there are few laws that treat the smaller SAKs as anything other than a pocket knife.
As to "overpriced", if you don't define your criteria and you don't have experience with the particular item/product there isn't much basis to make a claim that something is overpriced. Conversely, quality costs and cheap knives aren't worth the money. There are plenty of inexpensive knives for the quality out there, but you need to tell us what you want a knife to do before much help can be provided.
Are you going to use it in a garage working on cars for a living, stock room or just the office? What will you cut with it day after day? What's your upper limit on "cheap"?

What do you want to do with that car knife? If it is for quick fixes, a SAK or multi-tool would be more helpful (I don't know how many times the pliers came in handy over the years).
If you want some sort of self defense knife, a baseball bat or wrench would be more useful as well as explainable to LEOs.
If you just want a general knife for cutting stuff, look at the line of CRKT knives, particularly the M16, which can be bought for cheap. I've had one for 'bout 10 years and I don't know how many times it has been used for chores. It sharpens easily and I wont care if I lose it.

Gigantic +1 on the Mcusta if you have the dough.
They are excellent quality knives, and my Yoroi keeps its edge no matter what.
IMO, they have more soul than the benchmades, etc..
As to your legal question you need to check your state and local laws.
For quality, how high are your standards? What do you expect for performance, fit and finish, and durability from a knife?
The higher your standards are,the higher the price.
You can find knives that will give you value for your money in every price range.
I have,and carry often,a $32 mass produced fixed blade that will do anything I need it to do.
I also have, and carry often, custom fixed blades that cost several times that. They also will do anything I need them to do.
But as has been said prior, my customs have more soul. They were made for me by hand,by one man, to my order. To me that quality is worth the extra cash.
