Lame duck session of IL congress considering ban?

It's a fund raising ploy!! I received an email from the ISRA last night claiming that this was all going to be law by Friday. Even if they change the wording of a house bill that already passed it would have to go back to the house and be voted on again.

The house isn't even in session this week.

Shame on the ISRA for throwing gasoline on the flames of panic already burning through our community!!

Todd Vandermyde, the source of this is the NRA's paid lobbyist in Illinois.

I have no doubt that they would like to do this, but the ISRA's email of last night said this would be law by Friday.

The house isn't even in session this week. Even if they change the wording of an already passed law in committee it still has to go back to the house for the new language to be voted on.

Here is the text of the ISRA email I got last night. The italics are mine:

URGENT ALERT – YOUR IMMEDIATE ACTION REQUIRED

CULLERTON TO INTRODUCE NEAR TOTAL GUN BAN ON JANUARY 2ND


The ISRA has learned from a credible source that Illinois Senate President John Cullerton will introduce a so called “assault weapons” ban on Wednesday when the legislature returns for its “lame duck” session. Cullerton hopes to ramrod the bill through and get it to Governor Quinn for signature by Friday. If he is successful at doing so, nearly every gun you currently own will be banned and will be subject to confiscation by the Illinois State Police.

Based on what we know about Cullerton’s bill, firearms that would be banned include all semiautomatic rifles, pistols, and shotguns. Pump action shotguns would be banned as well. This would be a very comprehensive ban that would include not only so-called “assault weapons” but also such classics as M1 Garands and 1911-based pistols. There would be no exemptions and no grandfathering. You would have a very short window to turn in your guns to the State Police to avoid prosecution.

HERE IS WHAT YOU NEED TO DO TO SAVE YOUR GUNS.

1. Beginning Wednesday, call your State Senator and politely tell him or her that you are a law abiding firearm owner and that you strongly oppose Cullerton’s gun ban. Also, be sure to call your State Representative as well and politely deliver the same message. If you do not know who your State Representative please call the Illinois State Board of Elections at 217-782-4141.

2. Forward this alert to all your gun owning friends and family members. Be sure to tell them to call their senators and representatives as well.

3. Post this alert to any and all Internet bulletin boards and blogs to which you belong.

4. Join or renew your membership in the ISRA. Encourage your friends and family to join as well.

5. Make a generous donation to the ISRA by clicking the link below. We are in desperate need of your financial support to help beat back the onslaught of gun grab bills coming our way in 2013.

I cannot agree with the tactic of inciting panic to drive donations up and flood the senate offices with phone calls. To me it's not much different then the antis smearing themselves with the blood of children while they trot out legislation they have had prepared since 2003.

We don't need any more panic!!

See the other thread here on THR, I just added the bill numbers that were scrapped.

It's true that the Governor can't see the bill until it's passed back through the house. But no one in the house will be notified of the changes; they'll have to go out of their way to actually READ what has been changed.

If it passes the senate, as amended, what will happen when the house reconvenes on the 6th (Sunday) is the speaker will say is "Order of business, vote to concur HB1263 as amended by the Senate, voting is open.. are all votes in.. are all votes in.. are all votes in... will the secretary record the vote for the register"...

Then, five seconds later, we could have an assault weapons ban without our reps knowing that a bill for life imprisonment for child molesters, that they passed, was sent back gutted and replaced with an assault weapons ban.

First off, it still can't be on the governor's desk by Friday as the ISRA alleges in their email.

Secondly, it's not like we don't have some legislators on our side. There are plenty of reps from down here, from both parties, who are wise to this kind of chicanery. The chances of your scenario happening are pretty slim.

It would be much better to explain what can happen in the email and give a reasonable time line and tell everyone to send money and call their reps.

This alert, sent out on 22 December is much more reasoned and the ISRA actually expresses confidence we can win this fight.

The Week in Review

It has been little more than a week since a deranged sociopath murdered 26 people including a whole classroom of first grade students. During that time, we have witnessed what is probably the most brazen case of transference of blame on record. In just seven days, the liberal media spin machine has absolved the perpetrator of this horror and laid the blame for two dozen murders directly on the nation’s law abiding firearm owners.

In the hours after the murders, many gun owners were surprised to hear leftist politicians, including Obama, declaring that all parties, including firearm owners, need to be involved in developing solutions to violent crime. The gun grabbers were certainly singing a different tune there for a while, but the old refrain was quick to return. A day later, Obama was wagging his finger at NRA members – daring to lecture us on “self reflection.” He then thumbed us in the eye by appointing his crackpot vice president to chair a committee that will decide which guns we get to keep, and which ones we must surrender to the feds.

Joining Obama was a chorus of cranks and weirdoes from the liberal press such as Piers Morgan and Chris Matthews who piled on gun owners with on-air insult and harsh invective. Snarling animal Ed Schultz even went as far as to suggest that the police actively confiscate firearms from ordinary citizens. Not to be outdone, a leftist TV actress urged antigunners to seek out and shoot NRA members.

Yes, in one short week, Obama and his supporters have transformed the victims of this crime from objects of our compassion into weapons to pummel our rights. The message to gun owners is that we are clearly to blame for the murders and we will be shunned by Obama’s America until such time that we contritely confess that we are the problem, and submit to the punishments that Obama sees fit to dole out. Indeed, Obama intends to make the United States a very unpleasant place for firearm owners to live. His plan is to neutralize us politically, isolate us socially, and deny us participation in the American mainstream.

Obama is not finished with us yet. He has announced that he will use whatever executive powers he has to move us closer to a gun-free America. Emboldened by the spilling of fresh young blood and unfettered by concerns for re-election, Obama’s heart is set on making a name for himself by destroying your rights.

The ISRA will continue to keep you up to date as the quest to take your guns from you develops.

In the mean time, please try to enjoy the holiday season with your loved ones. At the same time, we urge that you practice situational awareness. Sadly, folks distracted by holiday festivities often become the targets of muggers and robbers or worse. Be aware as well that Obama’s reckless political gamesmanship could incite extremists to commit acts of domestic terrorism. If you see any suspicious activities while out and about this holiday season, be sure to notify the authorities as appropriate.

The murders last week have resulted in the most severe attacks on your gun rights in decades. We stand a good chance of beating back the anti-gun mobsters. But, as always, we need your help. Isn't our side supposed to be the reasoned and rational side? Why send out an alert with information in it so bad that anyone who passed freshman civics in high school would know was wrong?
 
Jeff - I agree, 100% and have often (and vocally) criticized the ISRA right here on this very message board.

I even posted that same alert you mentioned in another thread, specifically about that very message they sent out, here on THR a week and a half ago.

Right now though I could care less about the sloppy management of the ISRA and their grandstanding. I'm looking at becoming a felon ... 400+ times over... for nothing more than owning pieces of metal and wood and plastic.
 
Jeff is right. This is an unnecessarily dramatic panic inducer. There is no chance of an assault weapons ban being passed by the end of this week. But, several amendments to house bills were filed today in the senate that included assault weapons bans, high capacity ammo bans and a variety of other draconian firearms regulations. So, they are definitely pushing hard to get something passed, but even if it passed the senate it wouldn't hit the house until next week. We should be vigilant, though, to make sure it does not even pass the senate.
 
By the way, the ban introduced today contains something I've never seen in a ban before. It sets up a shooting range licensing scheme and then allows licensed shooting ranges to acquire post-ban "assault weapons" and permit patrons at the shooting range to shoot those weapons at the range.

I'm not sure what the purpose of this wrinkle is, but perhaps they are trying to lay the foundation for the argument that they are still permitting Illinois residents to use "assault weapons" on a recreational basis by letting them shoot the guns in licensed shooting ranges. They probably think this somehow improves the odds of a court upholding the law. The newly proposed act also begins by trying to justify its legality in light of the Heller and McDonald opinions.
 
The high capacity ammunition feeding device ban, and the Assault weapon ban, both passed Public Health committee tonight 6-4.

Both are moving to the Senate floor for a vote.
 
They will need those "assault weapons" on hand to train cadres of "obama youth" at those ranges. All you need is 3 felony convictions for violence for admittance to the youth movement. Having killed your grandmother with a hammer puts you closer to the front of the line to be inducted.

A pair of nightmare bills is on the move at this moment in the Illinois Senate.

These two bills would:

1. Run all gun ranges out of business by imposing heavy fees, imposing special staffing requirements, warrantless searches of ranges and customers, unlimited unannounced “inspections.”

2. Ban all semi-automatic rifles, pistols, and shotguns as well as pump action shotguns.

The worst of the two bills, HB815 is being sponsored and pushed by anti-gun Senator Dan Kotowski. Wow guys. If you think this has no chance you have your heads in the sand big time. This WILL be up for a floor vote in the Senate either tomorrow or Friday. The house comes back this weekend, and we have to pray they will stand up for our rights.

If you guys heard Todd speak, and watched him work the legislature you wouldn't speak so lightly of him.

Yes, the ISRA is quite prone to hyperbole, but THIS IS FOR REAL......and we HAVE to fight it.

One of the members of the Public Health Committee that passed the amendments has a B+ NRA rating, and has been our friend in the past, and he voted for BOTH bills. I never seen Chicago push this hard, nor have I seen those who are in the know, and that I respect, this worried.

Please take this threat seriously and spend some time on the phone tomorrow.

ETA: Even if you think I'm some nutty NRA sycophant, can't you still make some phone calls? Let's stomp the guts out of these bills so we can put the fear of God in them ahead of us RAMMING our carry bill down THEIR throats!
 
I have met Mr Vandermyde and heard him speak. I still think the "guns banned by Friday" email is an attempt to capitalize on the panic.

Once again it will be Southern Illinois legislators of both parties that will kill this. They forbade home rule units of government to regulate ranges so it takes the same super majority to pass as concealed carry did.
 
Regardless if this thing hits the Gov. desk late Friday or early Monday morning, people need to get active to stop this. Maybe the did hit the panic button, but 2 days is a lot different than 2 weeks or 2 months.

Edit: It looks to me that you guys may have concealed carry licenses up there by April but could be packing cap and ball revolvers if this isn't stopped.
 
This is serious stuff. I've been on the phone and sending e-mails all day. These Chicago Dems have got to be stopped! Oh, and Bluebronco, I might just have to get the .44 old navy out and see how bad it "prints" LOL

Unless of course you have any parking tickets or overdue books from the library to give them a reason to not issue you a CCW License

This is the sick mind game played by 'law makers' in Illnois. They long ago, by and large, gave up any pretext of 'representation'. These are the same ones that tried to ban billy clubs (aka 'sticks') a few years back. It's all a game and (MOSTLY) for show. And the ISRA (of which my family is a long time member and supporter) gets sucked into playing the 'fear'
game. That said, they do an enormous ammount of good. The ISRA has grown by leaps and bounds and keeps track fo the nonsense with a nifty law/legislation tracker on the website. And they sponser shooter programs and such. Springfield is a slimy place and no one comes out without goo on their flesh regardless of good intentions.

Now you know that no legislating actually takes place in Springfield. Chicago is the defacto state capitol.

That doesn't mean that there will be a supermajority of anti-gun legislators. We've barely missed achieving super-majorities for concealed carry in the current session, so I can't fathom that the latest election had such an enormous swing that we went from an almost super-majority pro-gun General Assembly to a super-majority anti-gun General Assembly.
