Have some lead 125gr. RNFP and 158gr.SWC that I will be loading in 38sp. and 357Mag. with w231 and titegroup.
357--158gr. st.load it shows 3.4 gr.of hp38 and for the same bullet 6.2 of W231. I thought hp38 andw231 were the same. On the 38SP data 158 gr. shows W231 and HP38 as the same wt. of 3.1gr. Why should the data be different between the two calibers?

Because back when Lee copied the data from Hodgdon and Winchester, it wasnt the same powder.

Everything in the Lee manual is copied from others sources at the time the book was published.

In other words, old old data.

rcmodel is correct, chances are load data used for 357 Mag were from older chamber pressure testing prior to 2005 when W231 and HP-38 were different powders and load data for 38 Spl were from 2006 and newer chamber pressure testing when W231/HP-38 became the same exact powder.

Up until 2005, Winchester and Hodgdon showed different load data for W231 and HP-38. Starting 2006 when Hodgdon got licensed to sell Winchester powders, load data for W231 changed to show the same as HP-38 listed on 2005 load data - http://www.hodgdon.com/history.html

If the published load data you are using shows different start/max charges for W231 and HP-38, they are still using chamber pressure testing data that was done before 2005.

I like Lyman #49 and reference many of my loads but still shows different start/max charges for W231 and HP-38.

If you are buying W231/HP-38 with newer lot numbers than 2006 (a call to Hodgdon will verify powder production year), you should use currently published load data either in print or from Hodgdon's website as provided by Rule3.
