Level Scope Issues

Hey, I am trying to mount a scope on my remington 700. My problem is that I cannot get the scope level when I put the stock back on.

So far my process was to take the barreled action from the stock, Put a 1-2-3 block under the recoil lug on a known level surface. Then I took the turret off the scope and put a riser that I machined on the turret. Then finally I put a level on top of the machined riser. I bring it so it is perfect, and at this point it looks perfect when looking through the scope.

The problem comes once I put the barreled action into the stock and snug it up. Once I do this and shoulder the rifle, It looks like a blind monkey mounted it. All the other guns that i have done with this method are perfect.

Is the recoil lug supposed to be perpindicular to the bore?
Is the action just twisting in the stock when torqued down?
Should I just level it by eye with the stock on and dismiss what the unbarreled action tells me?

Any help would be appreciated, This is driving me nuts.
 
I have never mounted a scope with the action out of the stock.

I use the two levels method like you, only do it with the complete rifle assembled.

I use a cardboard box with V's cut in it to hold the rifle, or sandbags, or a rifle vice with adjustable clamps. Anything will work if it won't allow the rifle to move after you level it.

Level off the bottom of the mag box, rear tang surface, inside the trigger-guard, or on top of the scope base before you put the rings on and level the scope. Use whatever you can get to that is straight & flat to put the level on.

Never had a crooked one yet.

Ok, I got it this time. The Recoil lug was not perpindicular to the bore, but it was close enough that it looked good by eye. I ended up going off the bottom of the reciver where the mag box goes in. Now it is lined up beautifully. Thanks for the input.
