I want to compile a list of limited production and high end rifle manufacturers. I recently learned about:

Cooper Rifle Company
Montana Rifle Company

I am sure there have to be more than these. I will attempt to take the responses and append them to this message.

Limited Production - higher attention to detail than mass production or large volume production, but not necessarily made to order.
Bespoke - made to order.

New England Custom Guns, American Hunting Rifles, the CZ Custom Shop, etc.. Then there are myriad small shops building exquisite rifles.

What exactly is the purpose here? This is going to be a very long list if we compile the name of every custom riflemaker and premium manufacturer. Somehow, I don't see the average buyer of these fine rifles trying to decide between $5000 Cooper or Dakota and a $150,000 Westley Richards. By the same token, I'm thinking about a Merkel double rifle in .450/400 or .500NE at under $8000, which is a lot of money but a FAR cry from a $170,000 H&H Royal.

The purpose is to capture a list of these types of manufacturers. I had no idea how many there were!

This started with my search for a 6.5 Creedmoor with a CRF action. CZ didn't have one, and I was investigating getting an action and a custom barrel. Then someone mentioned Cooper, and I soon found Dakota, and realized there are a lot of things out there that I have never heard of.

I knew Shaw made barrels, the rifles look mighty fine too.

I got to shoot a Dakota once.. might be the finest bolt gun I have ever handled.

I've got a left hand Mauser Action made by HEYM that would probably fit under this title.

Rangemaster Precision Arms out of the UK is apparently making some extremely rugged, accurate rifles.

TiborasaurusRex on YouTube has an interesting video up about them.

The forum will not let me edit the post anymore, I can't update it with more names.
