Loading Lead Bullets Questions

I've never loaded just plain lead bullets before, it's always been fmj 45acp or jacketed HPs. So, I have a couple of questions:

1. The bullets I bought are generic 230g Lead round nose. They have a blue band around them. Do I seat them so that the blue band can't be seen? I will be using the OAL given in my reloading manuals. But, I want to be sure about this.
2. Do I need to lube the bullets?

That blue band IS the lube!!! No need for anymore.. As for seating depth... seat them as any factory roundnose, yes the blue band will be in the case mouth. That way the " lube" will not pick up any dirt and carry it to your bore!
