Lock or nipple to blame

So I cleaned up and reinstalled the cheap crappy lock that my traditions deer hunter came with and it is still un reliable but a little better than before. It was getting to where it never busted the cap unless you held the trigger down while pulling the hammer back beyond the cocking point then let go. It now busts the caps from the cocked position like normal BUT it only does so on the second drop of the hammer consistently. Put the cap on, cock the hammer, click, cock the hammer again, boom. Every single time! I tried rem no 11, my home made no 11, my old cap gun cap primer cup home made caps, and even CCI NO 10 that should be too small and regardless the outcome is the same. Two hammer drops to make er go off. Thought about trying another lock but it's hard to find one that will fit and that won't cost more than the $100 I paid for this ol hunk o junk. I just wonder though. Could it be the nipple?
 
For whatever reason the caps aren't seating fully and the first drop of the hammer is seating them. Maybe the nipples are slightly mushroomed. It's easy enough to cuck the nipple in a drill and dress it with a file.

I have found in some the hammer face is not hitting square on the nipple. Then I used motor tool to correct the hammer face inside the cupped end of the hammer.
 
Does the hammer pull feel weak? Will the nipple go into the hammer nose without hitting or dragging the sides of the hammer nose?. This rifle will take the very common CVA small lock. The one without a fly. The Bobcat and Kentucky
rifles have the same lock as do several others.There are several for sale on flebay right now. The springs are usually strong and but could break rather than get weak. I have several CVA guns with this lock.

How tight do the caps fit? Also you can check the spring tension with a small pull scale, like one used to weigh fish, hammer should start to move with around 4 lbs minimum.
 
Well, not being a revolver one cannot blame recoil for improper sitting on the nipple. I go with what hawg and 44 Dave said.
 
I would replace the main spring and cone before any further ado. Caps should not be hard to set off under any circumstances.

Yes, but as mentioned, the hammer face should be hitting square on the cone with no interference.

Replacing the cone might be the first thing you want to try. !!!!!

Are your caps a loose or tight fit on the cone? Have you tried seating the caps fully with pressure from the hammer? If any of your caps are a very loose fit, and will fall back off the cone, then fully seating is not the problem. If you press them on, and it's difficult removing them, then they probably are not fully seating.
