The bug has bit me for a Nagant revolver
that I saw at the local gunny yesterday.
$100, Tula Arsenal, 1924, walnut grips.

My only reservation is the price/availability of the ammo.

I have been told that .32 SW Long can be substituted as well as .32 HR Mag. Is it true that this can be done safely?

There will be plenty of guys on hear that will tell you they do it, but I don't choose to fire any in my Nagants. You'd probably be alright with the 32 S&Ws, but I hear split cases and some splash back in your face is not unheard of, so wear safety glasses.
 
You can get Nagant cylinders chambered for the .32 ACP, and I see no reason one of those can't be reamed to use the .32 H&R Magnum or .32 S&W Long.
