Have you thought about a Mosin Nagant?
Its a given that most of the Mosin's are not a thing of beauty, they do shoot very good, also recoil is much less than what you might think. I own 2 and love shooting them, you could see from my first target that I was anticipating a serious recoil because I pulled way off center, all the Mosin did was a good "PUSH" not a hard kick. And they are cheap as well for the ammo.
 
I have a Remington 700 SPS Tactical in .223 and it is more fun than a barrel of monkeys and extremely accurate. I have a Nikon Prostaff 3-9x40 with a DNZ GameReaper mount/rings and a Harris bipod. Well less than a thousand. You could upgrade the scope and still be under a thousand.

I'd add that with .223 each shot may not be an event but your shoulder will hold out far longer for a full day of shooting. A. 308 chambering might offer more what you are looking for. I shoot a lot of 308 and 30-06 but I keep coming back to my SPS Tactical.

Like others have already said, It would be hard to beat a CZ 527 carbine in 7.62x39. I've had mine for 2 years. It would be the last rifle to go if I had to sell any. I'm happy to say I don't.
 
Check out a FN rifle in .308 Winchester. Buds has them I think.

It won't be cheap, but it will be different, and well made.
 
There's little that 30-06 can do that 308 can't. 308 is also more accurate.

I'm kind of with this guy. MODERN 30.06s can be just as accurate, and can definitely be more powerful. Even though I'm a newby here, I do get tired of seeing this .308 is more accurate stated so matteroffactly.

Notice the energy figures are greater for the better ballistic coefficient/sectional density 180 gr projectile.
 
You should decide on the use first. Plinking .308 can be expensive, but for an all around rifle, it's my favorite choice.

I'd go with a new Winchester 70 in a heartbeat. Nothing against CZ, but I give the edge to Winchester.
