Basically want to build a .300 blackout and all 16" uppers seem OOS in my price range.

There's tons of in stock pistol length uppers and its my understanding that .300 blackout doesn't get much from the longer barrels.

What can I do to a pistol upper to make it legal rifle length and lightweight?

I was thinking pinning a fake suppressor but that seems tacky/heavy..

I don't want to deal with the SBR process.

Should I just hold out for a 16" setup?

I used a CMMG 16" barrel and carbine length gas to build a 300 Blackout and it runs flawlessly. I also built another utilizing a Rainier polygon 16" barrel with carbine gas and it too has had zero functioning problems. Both rifles are super accurate, the Rainier is scoped and i regulate my shooting to supersonic ammo.

Anderson arms has 14.5" and 16" barreled 300 black out uppers. They give a military discount also if that applies to you.

You'll see an additional 300fps with 110gr bullets going from 9'' to 16'' in the 300blk... that's over 40fps per inch. Could be significant if expansion velocities are at all a concern.

It's my opinion that pinning a fake can on a short barrel is crazy talk, especially if weight is a concern... depending on profile, the 16'' barrel is going to be lighter than a shorty with a fake can anyway.

What's your price range?

M4broker.com, which advertises occasionally here in THR in the sales section, has full length complete 300 blackout uppers for $329. I purchased one is n November and love the thing. Cycles with supersonic and subsonic, so far without a single failure.
