I'd vote for the Walther PPX, it has an outstanding factory trigger and I have really enjoyed mine.

If the looks of the PPX bother you, the new Creed is worth a look.
 
IIRC, not too long ago a person could pick up a Beretta PX4 for around $400 after rebate. Maybe they will run a similiar deal in the future.
 
I have a couple of EAA SAR B6 pistols, one is the B6 (Hawk, all steel) and the other is the B6P (compact). There seems to be some confusion on the B6P's, as there is a full size and a compact; which have different model part numbers, but are called B6P. Both are good shooters, the compact I've used in several defensive handgun classes and has worked flawlessly.
 
You can get a S&W Shield for $350-360 these days, and you would probably like it ! Whoops I missed the 4 inch part of your post.
 
Given the constraints, I would roll with a SD9VE. In my experience they are reliable, small enough to carry and big enough to shoot well. I have had two, bot ran well for a few thousand rounds before I traded them off. Some may not like the trigger, but Apex makes spring kits to mitigate that some. M&P sights will fit the slide as well. My experiences mirror this guys.

IMO, the Diamondback DB9FS is one of the best budget handguns out there. Under $300, 15+1, very light weight, ergonomic, pretty accurate, quality mags. It's pretty much a Glock with better ergos and a much better price point. They even use Glock sights and fit G17 holsters. I bought one when Bud's had the grey version I like down to $263. Been very pleased with it.

Is there a loss of reliability with the Apex trigger mod?

I did not experience any reliability issues with ignition, however, the trigger did not return as quickly or as forcefully as I liked. I used it for a while, then went back to the factory springs. I messed around with only using certain springs in the Apex kit, but never was able to get it to suit my taste. So, I didn't experience any reliability issues, but the trigger return was too weak for me.

Nothing wrong with Caniks or other budget friendly handguns. But if you can get a $500 handgun for under $400 why not. They also have Glock 22 and 23s.

Just wait a little bit, and you will see soon one of those " if you could only spend $100-150 extra, you could buy xxxxxxxx gun" advices
 
For Under $400, the semi's I recommend are:

S&W SD9 or SD40 (about $300 new)
Springfield XD9 or XD40
Ruger SR9 or SR40
 
Any Hi-Point gun! I own the model C9, 9mm and love it! Around 1200+ rounds fmj & jhp fired, for 13 minor stoppages ( 9 double-feed, 3 fail-to-feed & 1 stovepipe ). Soft recoil, good sights, comfortable in the hand and simple to clean. $149.95 online in November 2012. Great value!

All of my semi autos have at least that many rounds each, except my newest CZ P07, and have less stoppages combined.

I'm happy for you. Hi-Point makes a quality product, at a low price and is one of the best values in firearms. Having said that, I have shot Glock, S&W, Springfield and Taurus and enjoyed them all. The Springfield XD is the most accurate and comfortable handgun I've ever shot. I would LOVE to own a Kimber 1911! Lol..

Not ragging on Hi Points but 13 malfunctions in 1200 rounds is alarming. More than 1 in the 1st 500 rounds is concerning. More than 2 or 3 in the whole time I own a gun is enough to never trust it unless it was caused by a specific part that needed replacing. To each his own.
 
FWIW, I got a CZ P09 40 caliber NiB yesterday for $395. I saw several of them on GB in that price range just now. I haven't shot it yet, but my other CZ pistols are very well-made and reliable.
