Not until the Louisiana Supreme Court decides it. The Constitutional Amendment only allows the Louisiana Supreme Court the ability to examine concealed carry laws. Prior to the amendment, the regulation of carrying concealed weapons was expressly ALLOWED by the Louisiana Constitution:
"but this provision shall not prevent the passage of laws to prohibit the carrying of weapons concealed on the person"
The Louisiana Supreme Court can rule, "We've scrutinized the concealed carry law and decide that it is not an infringement, it is only reasonable regulation."
