Does anyone have a good grasp on the LA CCW laws and regulations? I might be moving down there. It looks like it would take a few months to get the state license.

What can I do in the mean time? I would like to ride my bicycle. I am more concerned about riding in LA than I am in my current locale.

Plus, if anyone knows about some local ranges in LA, then this would be good. I have only found out about a couple of ranges. One of the better ones was on a WMA property(which is something different for a person from MA) but was 50 miles away! I currently live 3 miles away from my local club with two indoor ranges, 300 yard out door range, and 5 field trap stand.

I can help you with LA laws but need to know where in LA you will be relocating. Ranges, while not plentiful, are readily available. I shoot once per week at a couple of ranges nearby.

Do you still need your Parish permit before you can get a State permit? I THINK that is how it was 11 years ago when I used to live in North Central LA.
 
Louisiana is now a shall issue state. There are no parish permits anymore. (I stand corrected, looking at the LSP regs on first time applicants, there may still be parish only permits somewhere in the state. Go figure.......)

For a motivated applicant, you can receive a CCW license in about a month. The Louisiana State Police says 45 days is average. If you are a veteran, you presently do not have to take the course if your DD214 shows small arms training. You will have to take it on renewal though.

In order to apply for a Louisiana concealed handgun permit, a citizen should follow the steps below:
Download a Concealed Handgun Permit Application and complete the instructions found on pages one and two of the application. You may also obtain an application at the State Police Headquarters (7919 Independence Blvd., Baton Rouge, LA 70806) between the hours of 8:00 am and 4:30 pm, Monday through Friday.

Provide all necessary documentation pertaining to training, arrest dispositions, medical summary dispositions, and divorcee decrees (if applicable).

Contact your local police office, local sheriff's department, or State Police Headquarters for fingerprinting. Bring your photograph with you so the person fingerprinting you can sign and date the back of it. Prints must be submitted on an FBI Applicant Fingerprint Card. The card should be completed as outlined in the application instructions.

All completed applications must be submitted to:

Concealed Handgun Permit Unit
PO Box 66375
Baton Rouge, LA 70896

Ages 21 - 64
$50 for a two-year permit.
$100 for a four-year permit.

65 Years of Age or Older
$25 for a two-year permit.
$50 for a four-year permit.

If you have not continuously resided within the State of Louisiana for the 15 years immediately preceding the date on which your application is received, an additional $50 non-refundable fee will be required. This is only for first time applicants and is not required for any subsequent renewals.

Also, if you can get a Florida permit where you are now, the reciprocity will carry over. Many Louisiana residents get Florida permits for increased reciprocity. (Actually, it appears Louisiana reciprocity has improved significantly over the past couple of years!)

Well, depends on where you live as to how much grief (or if it's even necessary) but open carry is ok.

Again, depends on where you move. There's a lot of space in the country and Kisatchie forest*.

* it's a good idea to talk to or get to know the agents (at least the one(s) in your districts), some areas are off limits to target shooting. Example: Livingston is off limits (due to trails), but there are other areas that as long as you aren't distroying US property, being stupid or doing anything else illegal you're ok.
 
The Florida non-resident permits are a lot less hassle to obtain, and Louisiana recognizes them.

When I looked at the La permit process a few years ago, it was several pages of paper and had needless obstacles such as certified copies of any divorce papers. I'm not divorced, but that seemed like the kind of junk antis would use to deter applicants. Not sure if they have cleaned it up. If not, our current governor Bobby Jindal (said to be a big NRA friend) may want to have his peeps take a look at streamlining the paperwork.

Florida has a very simple form and reasonable fee. I went Florida. Just renewed, and they have now gone to a 7 year license, which is nice.

It concerns me that other states allow you to get your permit IMMEDIATELY. It seems that LA requires a lot of money ($150 for 4 year resident permit for a new person akin to a NE state) and wants you to wait 6 months. I have a nonresident permit which is good in LA, but it would be invalid when I am a resident. I would still be covered in MS and AL. My TX coverage would also be gone since my current resident license would be invalid sans move and not have reciprocal coverage.

Yep, for people who move here, it's a bit of a wait.

Where in LA? I'm in Baton Rouge. We have a couple of good ranges in EBR and there are some shooting clubs in the state.
 
I read RS 40:1379.3. I am a little bit surprised. LA does not appear to be like other states. A non-resident permit is valid for use by a resident! So I have a permit that would be valid, already. I don't have Florida, but I have another one. I am surprised by this. I looked up this other website as mentioned.

If you are looking at T.(1), it is talking about reciprocity. Problem is that your state x probably requires that you inform them of any address change within say, 30 days. And when it says Louisiana they'll probably revoke the permit.

There's gotta be some way to address. If nothing else you could apply for a parish permit (with the sheriff) explaining the situation and showing your valid license in state x.

I am following this closely as I will be moving back home (to Louisiana) one day and hope I don't have to wait 6 months or more to legally carry. I have my Resident VA permit and a non-resident New Hampshire permit now. Those 2 allow me to carry in every state I go through and Louisiana when I go home every year on vacation.
