NO ONE should have to "Fix" new purchase tools before using them...
All in all I believe there were three styles or types. The late style was the one with the large top or sometimes called the hump top. Looking at a few I have lying here the OD of the barrel channel holes range between .730" and .740" and I don't know of any OD specification number.
If the original poster has a vernier caliper he could measure the ID of the slot on the tool he has and the OD of the barrel channel hole on his gas cylinder lock. Since the tool won't fit, based on his post, my guess is the slot in the tool was undercut. Just as Orlando spells out, an M1 Garand wrench that doesn't fit. He can return the tool or open up the slot.

I agree, glad I'm not the only one who feels this way. Thanks to Brownells customer service, they are sending me a replacement at no charge, even with the understanding that it may be the part which is out of spec and not the wrench. I will find out when the new wrench arrives.
As I said before this isnt the first time I have heard of this with Fultons wrenches. I am guessing that you may have the same issue with the replacement, thats why I suggested the simple fix yourself.
