Well you can go many different routes and end up with a good sub MOA rifle:
1) Buy an accurized LRB M14 from LRB. I am not sure what they are going for now but they started at around $2200 to your dealer and then it depends if your dealer wants a cut. Add more for a match barrel, trigger job, unitized gas cylinder and receiver bedding or you can buy a stock that does not require bedding (add $800), Add more for a M25 receiver (built in scope rail), or lugs. A NM model model will probably be around $3000.
2) Buy a receiver from LRB and send to SEI or Warbirds. Receivers start at $820 and go $1100 (dealer pricing). The sky is the limit and you will be well over $2000 easily with both unless you have your own parts. SEI is more expensive than Warbirds
3) Buy a Chinese M14 for ~$750 (Norinco or Polytech) and send to Warbirds or SEI to customize. To be safe you should have your bolt replaced with a USGI (there is much arguement over this). With a match barrel and the rest of the work (bedding, trigger job, gas unitization etc.). You may be able to come out around $2000 from Warbirds.
4) Buy an SAI NM or Supermatch. No idea what they are going for these days they used to be around $2000 for the regular NM.
5) Buy a Loaded SAI M1A and bed the action yourself and either unitize the gas cylinder yourself or have a gunsmith do it. I am not sure what SAI Loadeds are going for these days but should be under $2000.
