I have a red sharpie with a large (3/8 inch) chisel tip. It just takes a couple of passes down the length of the case. Just wear gloves when you do it or you will look like you bit your finger tips off.
Automotive sealant RTV is not stiff enough to make a good snap-cap. You need something on the order of 96 Shore A to cushion the firing pin. Try a sheet rubber supplier or Graingers or McMaster for high durometer polyurethane sheet and then manufacture the "primer" replacements.
