I have to pick up a car at a dealership in Illinois tomorrow. It's about 20 min over the border from Indiana. I am getting picked up in Michigan by my father in law who has an illinois FOID card.

Normally when we travel to their home we avoid crossing Illinois border (they live in a weird part of 'Illiana').

I have also heard there are pass through laws where if you are traveling to a destination, as long ast he firearm doesn't leave the vehicle you are OK.

I was intending to bring my TSA lock box. Locking up before we get to Illinois border, with the firearm unloaded in back of vehicle in locked box. (i will be traveling with a FOID holder at that point). I have to pick up my new car and I will be driving home from that point. Intended to keep it locked up with ammo separate until I got to the border.

I will be driving a car with a temporary plate (paper) in the back window, a potential red flag to troopers.

I am generally not a 'leave it at home' guy, for... reasons. Anyone have a good knowledge of Illinois management. My CPL is fine in Indiana.

I once gave advice on this matter, and was proven wrong. If you don't have a foid card, all bets are off.

Best wishes for your predicament. I assure you I have been there.
I have done my best to comply, foid, CCP.... I just avoid Cook County if possible.
It's too bad this Rural state suffers from its' infection.

First, that federal law, the FOPA, applies only when you pass through a State and your destination is in another State where you may lawfully possess the gun. But here your destination (to conduct business) is in Illinois, so the FOPA wouldn't apply.

Second, the requirements of the law are a bit more involved than you outline; but since it wouldn't apply anyway there's no reason to go into the details.

Thanks guys. Situation has passed and was handled. I wish there were a better way to manage this illinois/indiana corridor. I travel there a lot. My inlaws literally live 150 yards from the border of Illinois... And my FIL likes to shoot, so I am asked to travel with firearms. The road leading into their neighborhood takes me to Illinois unless i take about a 10 min detour. It's hard not being a felon these days I guess.
