Even in the civilian world there have been numerous incidents where a police officer shot someone who made a furtive movement to go for what could have been a gun. If there was in fact no gun the officer was not called a murderer. He simply used all the information available to him and made the best decision he could. I suppose in your moral superiority (wearing the white hat of the good guys) you would wait for someone get the first shot off at you, since that's the only way to be fair. Then of course you'd just shoot the gun right out of his hands cause you wouldn't want to kill him.
