Marlin 444 scope mount issue

Shot my new to me Marlin 444 this morning. I must say Im just blown away with the groups I got. I was getting 4 shots touching at 50 yards, shot from a bench of course, I thought it to be pretty darn good for a 40+ year old lever gun. Once I dialed in the scope for windage I tried to bring the pattern down. I couldn't get the groups to drop with the elevation dial, the scope mount looks to be shimmed in the back so im thinking its at its adjustment limit. Problem is im at 3.5" high at 50 yards, since this is a woods gun id like to be dead on. Its Leupold scope in a Williams mount. Any better mounts to use for this gun?

I have used the Lever Scout Mount which is the 2nd one down the page. If you use that one you will have to get a different scope. I've mounted a number of them and they all zeroed without any trouble.

If you don't want to go that route I would start by taking the existing rings and base off and look everything over. It might have been put on incorrectly or there might be something under the mount. I'd start there. If everything looks ok I'd probably go with this Leupold base:
