The real answer to the issue is not a tiny ineffective weapon...it's getting her proper training so that she is actually capable of protecting herself at all times.

After providing weapons training to folks for 30+ years, I can tell you that husbands do *not* make the best instructors.

It'd cost you a bit of money, but isn't she worth it?
 
No derringer Mine carries a 32 KelTel She carries it hot just like a revolver Once I showed her. its trigger was just like the 38 she had. Now she won't leave home with out it and its always close at hand
She has a 22 mag NAA and hates it. Noise and. recoil
 
The smart money would say use a slightly larger purse and carry the J frame she already has... and is familiar with.

Maybe she just really wants that derringer and is using the tiny purse as an excuse. Or she wants a bigger purse, and is using the tiny gun as a reason.

The solution is simple: tell her to buy the bigger purse AND the derringer, and see which combo she actually uses (and winning the best hubby award in the process).
 
Get a concealed carry purse with a built-in holster.

Put a compact semi-auto or a revolver with 3" barrel in it and she should be good to go.

Formal training on how to function under stress is an invaluable tool. Regardless of gun size stress will diminish fine motor skills rapidly. Learning how to function is more important than what type of gun. The reason why I don't advocate the little .22 mag revolvers is because they are painful to shoot and slow to reload. At least with the Kel Tec type guns you can carry a spare magazine to double the number of rounds she carries. It is much easier to insert a loaded magazine into a handgun grip than it is to reload a cylinder one round at a time.

Get her a real gun that has some stopping power and train her properly. A good J frame in a larger purse or a small semi auto in .380 is much better than a puny little 22 caliber. She can find a way to dress around the proper gun. Many women do it every day.
