Mini-14 single shot?

I just purchased a an old 181 mini-14. After firing a shot, the action cycles but the trigger does not reset. If you cycle the action manually, the trigger resets. It looks as if the previous owner did some grinding on some of the trigger parts. Is it fubared?
 
So the action is not moving back far enough when fired to cock the trigger assy? Is the bolt or action way dirty or sticky, or have you cleaned it? Slide spring/ buffer free of debris? Gas ports and related hardware clean?
Obviously something is hindering the bolt from full operation, so either it's not transitioning with proper gas pressure or the bolt is being retarded in it's movement.
An old semi-auto can collect a bunch of debris over the years.

What NCsmitty says. It can also be the trigger group and the sear is not catching the hammer and arresting it from following the bolt forward.
