MO concealed weapon in vehicle with no permit

So I'm 20 still haven't gotten my CC permit I've been busy and the nearest classes are always hours away. I've made dates to do it and always end up getting side tracked. I have been open carrying my gun tho. Walking around and while driving.
Now my question is, can I conceal my handgun inside my vehicle (loaded and ready to go) even if I don't have a CC permit? The law looks like it says I can have it loaded in my glovebox while driving.
Generally I'd open carry but I don't want to scare my date. Not everyone is familiar with firearms and not everyone is comfortable with them.
 
As long as you are in legal possession of the gun you are in the clear in Missouri.
 
Regarding open carry in Missouri, you are aware that some cities or municipalities have laws prohibiting such, right? A CCW exempts you from those laws.

(2) In any jurisdiction in which the open carrying of firearms is prohibited by ordinance, the open carrying of firearms shall not be prohibited in accordance with the following:

(a) Any person with a valid concealed carry endorsement or permit who is open carrying a firearm shall be required to have a valid concealed carry endorsement or permit from this state, or a permit from another state that is recognized by this state, in his or her possession at all times;
 
Can I conceal a weapon in my vehicle without a permit. Thats ALL I'm asking.
 
Look at MO code:

571.030. 1. A person commits the crime of unlawful use of weapons if he or she knowingly:

(1) Carries concealed upon or about his or her person a knife, a firearm, a blackjack or any other weapon readily capable of lethal use;

Subdivisions (1), (5), (8), and (10) of subsection 1 of this section do not apply when the actor is transporting such weapons in a nonfunctioning state or in an unloaded state when ammunition is not readily accessible or when such weapons are not readily accessible. Subdivision (1) of subsection 1 of this section does not apply to any person nineteen** years of age or older or eighteen years of age or older and a member of the United States Armed Forces, or honorably discharged from the United States Armed Forces, transporting a concealable firearm in the passenger compartment of a motor vehicle, so long as such concealable firearm is otherwise lawfully possessed, nor when the actor is also in possession of an exposed firearm or projectile weapon for the lawful pursuit of game, or is in his or her dwelling unit or upon premises over which the actor has possession, authority or control, or is traveling in a continuous journey peaceably through this state

MO state law says good to go.

Now, I'm not a lawyer, but since the vehicle exception is under the concealed carry laws, then the fact that you are carrying in the car means it is concealed. Thus, you can't possibly be open-carry, and local ordinances prohibiting open carry wouldn't apply.

But the answer to the OP is "yes", as long as the firearm is lawfully possessed.

Perhaps I could be educated then.

Section 1, subdivision (1) of 571.030 lays out that carrying a concealed weapon is illegal.
Section 3 provides the exception that sec 1, sub (1) doesn't apply to a lawfully possessed concealable weapon in a vehicle.
Section 4 provides the exception that sec 1, sub (1) doesn't apply to a person with a carry permit.

These are all part of the same law regarding carrying a concealable weapon. Is that reading incorrect?

No, it does not.

Thinking on it more, you are right, the mere fact that it is in the car doesn't mean it is concealed. If the gun was placed on the dashboard, it certainly wouldn't be considered concealed.

But, at the very least, if the gun was concealed in some manner... stored in the map pocket of the door or under a jacket on the passenger seat, for example, would it be considered to be openly carried?

1. The general assembly hereby occupies and preempts the entire field of legislation touching in any way firearms, components, ammunition and supplies to the complete exclusion of any order, ordinance or regulation by any political subdivision of this state. Any existing or future orders, ordinances or regulations in this field are hereby and shall be null and void except as provided in subsection 3 of this section.

3. (1) Except as provided in subdivision (2) of this subsection, nothing contained in this section shall prohibit any ordinance of any political subdivision which conforms exactly with any of the provisions of sections 571.010 to 571.070, with appropriate penalty provisions, or which regulates the open carrying of firearms readily capable of lethal use or the discharge of firearms within a jurisdiction, provided such ordinance complies with the provisions of section 252.243. No ordinance shall be construed to preclude the use of a firearm in the defense of person or property, subject to the provisions of chapter 563.

This would seem, based on my possibly flawed reading, to say that the local municipalities cannot prohibit acting under the protection of 571.030 Section 3.

If my reading is wrong I'd like to know, since, from time to time, I drive through MO.
 
Thank you guys. I appreciate the cut and clear answer. I had looked at the code but I was still on the fence. I didn't want to make a mistake and end up with a felony. I'd LOVE to have my CCL but work/school keep me occupied. It seems like anytime I set a date I always end up having something more urgent to attend to. Money is tight due to tuition and cut back work hours as is so I would really be happy if MO would pass constitutional carry.
 
Tirod is correct. If its hidden with no CCW you are in violation. Just have it in plain sight on the seat next to you. If you get stopped, keep your hands on the wheel. Make no movements, relax and wait for the police to tell you what to do.

See how much simpler life would be if your dates just liked guns? :D
