Interesting map. I guess it just concerns itself with licensing. A bit deceitful though cause at least New Mexico and Arizona have always had unrestricted open carry. The map makes it seem like there was no option to carry at least in those two states. There may well be others.

Yes, Kentucky has had unrestricted open carry since 1792.
