If I learn tech sights am I going to be wishing I also knew open sights?
No, the factory barrel mounted sights are dismal, just good enough to get the rifle out the door. Not only is a good aperture sight setup like those from Tech Sights better all the way around, it's a better way to learn to shoot.

Once you have figured the above two things out, and are ready for glass... Buy something that would be suitable for use on your eventual next rifle.
I prefer to use a scope designed properly for rimfires on a rimfire rifle, and a centerfire scope on a centerfire rifle. Due to the much shorter range of rimfires, they benefit from properly adjusted parallax, which you probably won't get in a centerfire scope.

I've got a Nikon Prostaf 4x32 on my 10/22. Its a nice, light, relativly inexpensive scope (<$100 with a bit of shopping). Nikon also makes a similar Prostaf 3-9x40 scope for about $50 more, if you really want a variable. I think every maker of rifle scopes makes at least one or two designed for rimfires.

Besides, if you transfered your scope from your old rimfire to your new centerfire, now you've got no scope for the rimfire! Its not like you are going to retire the rimfire just becuase you've got a "big boy's gun" now. I still probably shoot my 10/22 as much as all my centerfires rifles put together.
