With flat water you will get hurt but if you turn on a pump that make's a stream, like a fountian, onto the water it breaks the surface tension and the high diver is uninjured. So perhaps if you broke the surface tension you could fire it.

The reason they spray the surface of the pool for the high divers is so they can see the surface.

There is enough time betwen divers that the surface gets still. If it's too still, you can't tell the difference between the surface and the bottom.

That makes for timing problems.
