If anyone still doubts that the RKBA is in jeapordy in NC, then I
recommend downloading the House Audio from the debate on HB 1311. Listen
closely to the Democrat controlled House Members ( Senate is too )
thoughts on RKBA. Especially take on Rep. Michaux, Rep. Ross, and Rep.
Suttons remarks. Also note that the NC Sheriffs' Association fought
extremely hard ( and won ) "may issue" for this Bill. As I am sure most of
you are aware, NC is a "shall issue" state when it comes to concealed
carry and that the Sheriff in each county is the responsible official for
concealed carry. Have they suddenly turned and are now advocating "may
issue" across the board for concealed carry? I certainly hope not, and I
realize the 2006 election is close at hand. But be sure that if the House
and Senate is controlled by extremely Liberal Democrats, coupled with the
Sheriffs' Assoc possibly wanting to change current NC Concealed Law to may
issue, in the next Legislative Session, we could very well be in big
trouble.

IIRC the issue is over emergency issuance of CCH to women in domestic violence cases who have restraining orders. New legislation would require sheriff's to issue (no discretion) while sheriff's want to exercise a little judgement about the situation.

The state has an emergency issuance provision but it is NOT well known. A number of women have died because the law is unclear. At least they are fixing something that has been broke.
