Your serial number puts it in the 1985 production, but I don't think any M38 had a shroud. With a shroud you can't see the ejector rod from the right side of the revolver.

In this case, "shroud" refers to covering the sides of the hammer so that the spur won't snag on clothing or in a pocket.

The value depends on the demand where you live. On average I would say between $250.00 to $300.00 - less if you trade it in to a dealer.
