Need help from Illinois Pards

What needs to happen to ship a cap n ball revolver to Illinois?
Does the buyer need to send a copy of his FOID card?
Does it need to go thru an FFL?
Is Chicago different from the rest of the state?

Please don't speculate.
I am really looking for a pard from Illinois who really knows, to give me an answer.

I have purchased several cap and ball pistols and have all been mailed to my front door no problem. Some sellers want your foi card and drivers license photo copy on their files, but some don't.
As far as Chicago,[mainly Cook county] I don't know, rules change quickly up there.
A cap n ball isn't considered a weapon in Illinois so a FFL isn't required.
However a foi card is required usually to purchase powder and or caps.

This is at least partially wrong. From the Illinois State Police FOID - FAQ page: (Q) "Do I need a valid FOID card for a muzzleloader or blackpowder gun? (A) Yes. In Illinois, muzzleloaders and blackpowder guns are considered firearms" (emphasis mine) http://www.isp.state.il.us/foid/firearmsfaq.cfm.

So - a FOID Card is definitely required, but as far as an FFL being needed to transfer from out of state, I would not be surprised, but I have looked and have not found a definitive answer. As I understand it, an FFL and a Form 4473 is not needed to transfer a blackpowder firearm to a FOID Card holder in most of the state, but I could be wrong!

Chicago and the Cook County area is a whole different animal. Thankfully, I live 300 miles south of there.

The shop I worked at for the last seven years treated muzzle loaders the same as modern including one/three day waits, transfers, and so on. Whether they were being over cautious or not I can't say. Illinois law seems to change daily.
I'd contact Midway and see if they can ship direct to you (a black powder gun). Some places, in the past, had disclaimers in their catalogs that they could not ship direct to certain states, Illinois being one of them.
Without being a smart alec, Chicago is a whole 'nother thing.
